Can Graffiti Ever Be Considered Art?

Have you ever looked at graffiti and thought, "Wow, that looks good"? I personally have, in fact, I would have to say that some of the graffiti I have seen is beautiful and artistic and can totally be considered art. Then certain pieces of graffiti make me cringe, and I don't see anything artistic about them. By definition, graffiti is writing or drawings illicitly placed on a wall or other surface in a public place. So, I guess that it's in the eye of the beholder. When my daughter brings me a picture on paper, I consider it art, but when she colors on the living room walls, I get upset and can't see anything artistic about it. It's a matter of who's looking and from what standpoint. I would have to say it is art because it shows intention, skill, and has an emotional impact on others, whether it's a good impact or bad, it still has one.
